based on what he is quoted to have said in that article it seems he should appeal to the “America First” Trump crowd because he doesn’t want to support foreign countries or get into wars and to spend money on America. Isn’t that what they claim they want?

Probably how he wants to sound, yes.

Modern politics has proven that is all that matters some of the time. trump being a great example. And now that trump has proven to not uphold the policies he claimed he did perhaps his prior voters might consider someone else who espouses those policies.
