I think the pumps are supposed to correct for this.
The difference in cost per gallon is likely less than the cost of the software and hardware required to compensate for the variance.
You say that but it's really only about 50k in software development plus a part that monitors system temperatures.

The idea is that requested_fuel_volume is multiplied by FUEL_COE * ∆Temp.

Assuming the system already has a temperature sensor, most of that 50k is paying someone to validate that the fuel COE is correct and that the adjustment corrects the known shift in value.

Even if it's a single cent/tenth of a cent per transaction, that will come back by the time 500k people fill their tanks.

The fact that the gas station plays stupid games to charge you 10c extra on the tank by shaving 1/10th of a cent off the higher price to make you think it's almost a cent cheaper should tell you what you need to know.

(Edit: also, I find it ironic that some executive probably got his dick sucked and a million dollars for doing it, when it saves them maybe 50k/yr and it wasn't even him that made it happen.)
 
But we pay by volume not by mass. If they corrected for increased density when the gas is cold then they are cheating the customers.

Probably be easier and cheaper to just have heaters on their tanks maintaining a fixed temperature.

1- Why the exaggerated wrinkles all over the clothes? Are we to assume Melania doesn't iron his laundry? Or that, after a night of rage tweeting, he just starts the new day in yesterday's outfit?
2- Proportions are off, if his golfing photos are any indication. There's more Tootsie Roll and Milk Duds in this fella's waistline.
3- Why does the statue's crotch give off a radioactive burst of yellow orange, in every photo I've seen? Ideas? I've got nothing. But it's there.
4- Is it true that a deaf woman was allowed to touch the statue, and after she did, she could suddenly hear, but she also had idiopathic gonorrhea?

And it causes the volume display (galllons dispensed) to vary by temperature? Or does it just charge more for cold gallons? Do they have to state a cost range in their street signs instead of a single cost per gallon? Or are they allowed to “cheat” by that much? (If they are allowed, it is for sure that they have already maxed their cheat range)
Anyhow It will become an issue when we hit hundred dollar gallons in today’s money.

There's no difference between the two, varying volume by temperature to correct to "volume-at-stp". Technically, they could change the machines to pump by mass, but that's a much bigger retrofit because it requires a balance to function in the pump.

Oh, yeah, I almost forgot there would be a pressure component, too, changing it from a simple conversion to a table conversion, so you should tack an extra 10-20k onto the dev costs.

My expectation is that all 'cheats' applied must come out to measuring to a standard within some percentage.

While I'm fairly certain the dev costs for figuring out how to always put that on the "cheatiest" of the scale might also outstrip the dollars saved in any real time frame, I'm also certain that work will have been done just for the sake of the middle finger it represents.
 
My brother is a GIS analyst for a power company. Contractors use drones to collect a lot of the data they need. Contractors have lost a shit load of money and faced huge delays in data deliverables because the GOP grounded their Chinese drones without a replacement available. The Trump family is grifting money with fake replacements by funneling money into fake Trump companies; just like the fake phones. But conservatives are obviously fine with these scams in general.
 
Trump believes "by sea" is esoteric jargon only he knows about. Doesn't mention he just learned it himself.
